Never before has brain drain been so serious that it has become a trend of development in modern society. In the world, the number of nations facing this issue is increasing sharply such as German, India, Russia, Singapore, etc. This issue has had an adverse implication for the long-term development of those countries involved.
A lot of research into brain drain has been conducted mainly in the international scope, that is, brain drain from this country to another. This issue has been so popular in developing nations where weaknesses and shortcomings have existed and talents have moved to other countries for better opportunities of development.
In Vietnam, a developing nation in particular, the past five years have witnessed a variant of brain drain, that is, brain drain in an internal nation, from the public sector to the private one. This is getting more serious and taking place mostly in research, educational, and medical areas. A big gap is left in Vietnam’s public sector due to this movement, even worse the state system may be weakened.
It is, therefore, necessary for these areas in general and the IBT in particular to realize how serious this situation is and to know how to keep talents.
There are obviously a number of approaches to the causes of brain drain, however, low job satisfaction is perceived as one of the most leading causes of the outflow of State’s skilled labor. As a result, it is placed an emphasis on in this paper.
